V 0.3.2 is released, so let's get Vieter compiled on it and then we can start migrating features.

V is currently transitioning to the new ! operator, and certain parts of vlib haven't switched over yet. Therefore, I will probably have to wait until the next release, when this has hopefully been resolved.
