While I'm not sure whether this PR is fully finished yet, I'd like to get it merged anyways. It's already pretty big & adds a lot of functionality. Any other changes can be added later in another PR.

React to specific makepkg errors

One specific idea I have is to re-schedule builds that ended with an error `1` more quickly. These are errors that shouldn't be caused by any user-related things, e.g. mirrors returning 404.
